Subject to the provisions of the principal Order, development permissions are granted for the classes of development described as permitted development in the Schedule to this Order (art. 3). This Order amends article 3 so as to provide for development in so-called protective buffer zones.

The present Act lays down provisions concerning the acquisition of immovable property by non residents, which basically shall be prohibited, except for certain circumstances under which such acquisition shall be allowed (those specified in article 5).
The objective of these Regulations is to achieve an integrated prevention and control of pollution arising from activities which are listed in Schedule 1, and which including certain timber processing and slaughter of animals. The Regulations lay down measures designed to prevent or reduce release of substances or other forms of pollution of water, soil or air arising from listed activities.
Applications for changes of Temporary Provisions Schemes of Subsidiary Plans in terms of the Development Planning Act which involves the alignment of roads and buildings as provided in paragraph (a) of subarticle (4) of article 28 of the Act or zoning as provided for in subarticle (4) of article 28 of the Act shall be subject to provisions set out in these Regulations.

Particular amendments are hereby laid down to the Disposal of Government Land Act, which makes provision in matter of transfer or grant on any title of immovable property which belongs to or is administered by the Government. In particular, a new schedule shall be attached. It concerns the policy relating to the transfers of Government land.
Different Divisions of the Development Control Commission shall deal with application for specified types of development permissions. Development permissions that may be applied for include: waste disposal, sewage treatment, and recycling plants, harbour works, and infrastructure and utilities projects.

These Regulations make provision on leases relative to agricultural lands. The Registrar of the Superior Courts is designated to be the Registrar of the Board in regard to any proceedings which concern land situated in the Island of Malta.
