In June 2018;the President of Burkina Faso enacted a new agriculture investment code;aiming at promoting productive investments in livestock;fisheries;forestry and fauna management. It establishes an enabling environment and creates incentives to boost investment in the targeted sectors. Despite some shortcomings that can be fixed through implementation;the code is an important step in the right direction to attract responsible investment.
Pastoralists in Isiolo county in northern Kenya feel under siege;with their way of life under threat. Isiolo has been the home of the Waso Boran pastoralists for many decades;but attacks from neighbouring Somali herders;encroachments by agriculturalists from Meru;expansion of conservancies and planned road;pipeline and resort city mega-projects are affecting all pastoral livelihoods;creating many new risks and environmental uncertainties. Droughts are occurring more frequently. Market uncertainties are important;regarding access to milk;meat and live animals.
Cameroon’s current land law appears to have two conflicting objectives: to attract investors through large-scale land concessions; while protecting biodiversity;defending local people’s rights and promoting rural development. But the legislation governing large-scale land-based investments is outdated and sometimes incoherent. The land allocation process is investor driven and does not appropriately balance economic;social or environmental considerations.
Tenure risk – or the risk of dispute between investors and local people over land or natural resource claims – is endemic in emerging markets. There are hundreds of recorded incidents of tenure disputes creating delays;violence, project cancellation and even bankruptcy at a corporate level. These tenure disputes create lose-lose outcomes for investors;local people and national governments;while robbing emerging markets of the developmental benefits of responsible land investments. However;many investors are unaware of the problem or lack the time and resources to address it.

The paper provides the analysis of improving the land reform in the Republic of Kazakhstan. The authors examine the main development stages of land ownership relations, during which the work has been performed to transform agricultural enterprises, privatize land and change the land use. The main legal acts, intended to regulate the issues of land ownership and territorial organization and creating conditions for the development of the land market, are shown.
This 2018 Article IV Consultation highlights that Mali’s economic recovery continued in 2017 amid persistent security challenges. GDP growth remained robust, at an estimated 5.3 percent supported by good harvests and robust domestic demand. Inflation was subdued, remaining well below the regional ceiling. The 2017 fiscal outturn and the 2018 budget are in line with the program targets and the goal of converging to the West African Economic and Monetary Union’s regional fiscal deficit norm of 3 percent of GDP by 2019.
Urban and peri-urban land markets in rapidly expanding West African cities operate within and across different coexisting tenure regimes and involve complex procedures to obtain or make land available for housing. Because a structured framework lacks for the analysis of such systems, this book proposes a systemic approach and applies it to Bamako and its surrounding areas.
This brief note identifies the consequences of land acquisitions in peri-urban spaces around the cities of Bamako and Ségou, Mali. This contributes to debates surrounding the rapid expansion of African cities faced with rapid rural-urban migration and new arrivals settling in precarious conditions. West Africa has a long history of urbanisation, in some cases accompanied by highly productive and intensified land use.
This Report is the outcome of a deep commitment on part of the Land Rights Initiative research team to create systematic knowledge on land issues in India with a view to meaningfully evaluating legal and policy initiatives that can contribute to creation of more equitable land regimes for all.
