This Regional Law regulates land relations concerning land-use planning, urban land zoning and land tenure of public land. It establishes that land tenure shall be performed exclusively in accordance with purposeful use of land.

This Regional Law establishes that land plots for individual housing and suburban construction shall be allotted to citizens in ownership with or without competitive tendering.

This Regional Law determines the modalities of establishment of minimum land plots subject to state cadastre registration that shall be established in accordance with land-use planning regulations.

This Regional Law establishes the modalities of legalization of the rights of ownership to public land plot allotted to a citizen for individual housing and suburban construction or for gardening if the documents of ownership by application of estate-leaver were not legalized during the lifetime.

This Regional Law regulates classification of land by categories and transfer of land from one category to another. Transfer of land to and from the category of urban land shall entail mandatory modification of the boundaries of inhabited areas.
