    Armed conflict broke out in Côte d’Ivoire in 2002, which caused the country to be divided in two: the north under the control of the Forces Nouvelles rebels and the south in the hands of the government. It also caused the mass displacement of hundreds of thousands of people. In the west of the country, and in particular in the two regions of Moyen Cavally and Dix-Huit Montagnes, the crisis provoked a series of successive displacements involving population groups with competing claims over land.

    A common misconception about CT systems in Cambodia is that it is confined to indigenous communities in the peripheral uplands of Cambodia and does not exist in their Khmer counterparts. In response, this research compares related studies on customary tenure in Khmer communities, and describes the evolution of customary tenure within them, the different categories of potential resources governed under customary tenure, and the governance regimes of those resources. It then proposes three practical cases/communities for further field-based documentation.

    When disasters displace people, land records and geospatial data are key to protecting property rights and building resilience.When land conflicts occur, it is clear that conciliation efforts would benefit from access to data and evidence. In order for marginalized peoples and communities to gain control of their rights, there is no doubt that data, information and knowledge are indispensable.

    Evidence shows that women can benefit from having individualised land rights formalized in their names. However, similar evidence is not available for formalization of land rights that are based on collective tenure. Studies have estimated that as much as 65 percent of the world’s land is held under customary, collective-tenure systems. Improving tenure security for land held collectively has been shown to improve resource management and to support self-determination of indigenous groups.

    SERI worked with the Housing Development Agency in the course of 2015 on a research project on securing tenure in informal settlements on customary land. It involved in-depth research in four informal settlements in four provinces and culminated in a set of recommendations for the HDA and other role players. One of the key issues identified in the research was lack of awareness about IPILRA rights (the Interim Protection of Informal Land Rights Act) among the key stakeholders.

    In much of West Africa, women are considered breadwinners responsible to provide food for the family. However, women do not only own less land but also face manifold obstacles in accessing land through transfers, inheritance, or lease. The tenure security of this group has been threatened by large-scale land deals, state appropriation in the name of the public interest, and the often-discriminating practices of customary tenure systems.
