The FAO Legal Office provides in-house counsel in accordance with the Basic Texts of the Organization, gives legal advisory services to FAO members, assists in the formulation of treaties on food and agriculture, for which the Director-General acts as Depositary, publishes legal studies and maintains a database (FAOLEX) of national legislation and international agreements concerning food and agriculture (including fisheries, forestry and water).

Land Bonds Act.

The Act makes provisions for the issue of land bonds and in relation to this provides for the establishment of a Land Bond Fund. Section 3 provides for payment in land bonds with consent of vendor, whereas section 4 provides for payment in land bonds for scheduled land, being land of a category specified in the Schedule that is compulsorily acquired.

This amendment increases the maximum allowable nominal value of land bonds that may be issued under section 5 of the principal Act and that may be outstanding at any one time, from $ 80,000,000 to $100,000,000 or such greater amount as the House of Representatives may from time to time, by resolution, approve.

This Act makes provision for the use and development of land. The Land Development and Utilization Commission, established under section 12, may with the approval of the Minister, from time to time, by order designate as agricultural land any land, which the Commission considers ought to be brought into use for agriculture.

The President decrees to abolish the State Committee for Land Policy and the Federal Forest Service. By the same Decree the President decrees to establish Federal Land Cadastre Service as having acquired a part of the functions of the abolished State Committee for Land Policy. The Presidential Decree sanctions to transfer to the Ministry of Natural Resources functions of the abolished Federal Forest Service. This Decree sanctions also to transform the Ministry of Agriculture and Food into the Ministry of Agriculture.

Land use planning committees shall prepare plans to develop their provinces and municipalities and specify the presence of features of land use planning including environment areas, gardens, public parks, garbage collection, sewer tanks, water pipes, forests, wild animal refuges, lakes, rivers, sea, islands, and land for cultivation. Specified Ministries shall instruct sub-ordinate institutes to carry out a study on land use. Land use planning committees shall assist provincial and municipal governors to prepare plans for the development of the areas under their competence.
