Lors de la CLPA 2023, le 23 novembre 2023, les efforts de collaboration de l’Union africaine et de la GIZ ont porté leurs fruits avec le lancement de la Stratégie de gouvernance foncière de l’Union africaine. L’ambassadeur Stefan Auer en a succinctement saisi l’essence en déclarant : « Un accès sécurisé à la terre déclenche des comportements économiques, sociaux et politiques positifs, en particulier parmi les familles à faible revenu et les communautés rurales agraires. »

La COP28 se déroulera du 30 novembre au 12 décembre 2023 à Dubaï, aux Émirats Arabes Unis. L’heure du bilan des Accords de Paris a sonné. Si les politiques actuelles se poursuivent, le monde s’engage sur la voie d’un réchauffement de +3°C d’ici la fin du siècle, alerte l’ONU. Peut-on encore inverser la tendance comme le GIEC l’espérait encore en mars à la parution de son 6e rapport de synthèse ? Pour le Cirad, il est urgent d’amorcer la transformation des systèmes agricoles et alimentaires pour atteindre la neutralité carbone.

Sous les orientations du responsable de NSAG, et dans le cadre de l’Accord entre le Ministère de l’Europe et des affaires étrangères de la République française et l’Organisation des Nations Unies pour l’alimentation et l’agriculture, la mission de l’expert(e) contribuera aux programmes prioritaires « Meilleure Production » : BP (notamment BP1: Innovation verte et BP4: Accès équitable des petits producteurs aux ressources), « Meilleur Environnement » : BE (notamment BE1: des systèmes agro-alimentaires face au changement climatique) et « Meilleure Vie » : BL (notamment BL2: transformation rurale inclusive et BL5: des systèmes agro-alimentaires résilients).

Le forum national de lancement sur la gouvernance foncière au Bénin s’est ouvert ce mardi 14 novembre 2023 à Cotonou. Pendant deux jours, les participants vont se pencher autour du thème : « Espaces multi-acteurs de dialogue et système d’alerte sur les politiques et la gouvernance foncière au Bénin : Renforcer les synergies d’intervention équitables et inclusives ». C’est le secrétaire général adjoint du ministère de l’Agriculture qui a lancé les travaux en présence de Isaias Angue Obama, représentant résident de l’Organisation des Nations Unies pour l’Alimentation et l’Agriculture (FAO)…

Lancement ce 14 Novembre 2023 des espaces multi-joueurs de dialogue et système d'alerte sur les politiques et la gouvernance foncière au Bénin La cérémonie d'ouverture s'est déroulée à Royal hôtel sous la présidence du représentant du Ministre de l'agriculture, de l'élevage et de la pêche. Un atelier qui vise entre autres à partager les résultats de recherches réalisées dans le cadre du projet "Appui aux processus nationaux de réforme foncière dans les pays d'Afrique de l'ouest et à Madagascar, notamment au Bénin", échanger sur les modalités de création et de coordination du cadre de concertation et du dispositif "Alerte-foncier" , mettre en place le cadre de concertation et recueillir les engagements des parties-prenantes puis lancer officiellement le cadre de concertation et le dispositif Alerte-foncier. #foncier #alerte

Du 6 au 8 décembre, un groupe de professionnels fonciers de 9 pays de la région arabe a discuté des opportunités de trouver des solutions innovantes et pragmatiques, en utilisant l'approche d'administration foncière adaptée aux objectifs (FFPLA). L'atelier était une initiative conjointe du Global Land Tool Network (GLTN), financé par ONU-HABITAT et de la School for Land Administration Studies, financé et facilité par Kadaster International et l'ITC (Faculty Geo-Information Science and Earth Observation, University of Twente. ). L'événement a eu lieu à Tunis, en Tunisie, et a été co-organisé par le Centre régional de télédétection des États de l'Afrique du Nord – CRTEAN.

Cadre de l’appel
Le Gouvernement de la République du Sénégal a entamé le 27 Le Gouvernement de la République du Sénégal a entamé le 27 août 2021 la mise en œuvre du Projet Cadastre et Sécurisation Foncière (PROCASEF) sur une durée de cinq (05) ans (2021-2026) sous la tutelle du Ministère des Finances et du Budget (MFB). Les objectifs de développement de ce projet sont: (i) de renforcer la capacité du Gouvernement pour la mise en œuvre d’un cadastre à l’échelle nationale, et (ii) d’améliorer la sécurisation foncière dans les zones sélectionnées. sécurisation foncière dans les zones sélectionnées. Pour ce faire, le projet soutient le renforcement des capacités et l’innovation dans le domaine de l’administration foncière au Sénégal, y compris dans la recherche et le dialogue politique, afin de préparer la modernisation et l’expansion des services d’administration foncière au niveau central et décentralisé. Plus spécifiquement, la formation dans le domaine foncier a pour objectif de répondre aux besoins importants en ressources humaines relativement (i) à la conduite et à la supervision des opérations de sécurisation foncière pendant la mise en œuvre du projet et (ii) au renforcement des capacités des communes et de l’administration foncière dans la gestion des droits fonciers sur le Domaine national.

Dans le cadre du projet Prévention des Conflits et Résilience des Systèmes Alimentaires Transfrontaliers (PCR-SAT), il est prévu la mise en place de fonds souples se traduisant par un appel à projets pour appuyer les initiatives économiques pour le développement des filières protéines végétales dans les zones du projet PCR-SAT au Sénégal et en Mauritanie. C’est ce qui explique que le présent appel à projets vise le renforcement de la contribution des filières protéines végétales au développement économique des territoires ciblés en subventionnant des investissements productifs, notamment l’acquisition d’équipements de production, de collecte, de transformation et de commercialisation pour le développement des filières protéines végétales, en milieu rural et urbain.
