The Convention applies to the Carpathian region to be defined by the Conference of the Parties. Each Party may extend the application of this Convention and its Protocols to additional parts of its national territory by making a declaration to that effect. The Parties shall pursue a comprehensive policy and cooperate for the protection and sustainable development of the Carpathians with a view to inter alia improving quality of life, strengthening local economies and communities, and conservation of natural values and cultural heritage.
This comprehensive Agreement between Canada, British Columbia and the Tla’amin Nation is a Treaty and a Land Claims Agreement within the meaning of sections 25 and 35 of the Constitution Act, 1982. The Agreement exhaustively sets out the rights of Tla’amin First Nation, their attributes, the geographic extent of those rights, and the limitations to those rights to which the Parties have agreed.

The present Agreement is the first combined land, resources and self-government Agreement in the Northwest Territories. Canada, the Government of the Northwest Territories(GNWT) and the Tlicho are Parties to the Agreement. The Agreement provides the Tlicho with ownership of a single block of 39,000 square kilometres of land, including subsurface resources, adjacent to or surrounding the four Tlicho communities. The Agreement also provides for self-government. A regional Tlicho Government was created with law-making authority over Tlicho Citizens in their communities and on their lands.

The Ministry of Finance now issues guidelines for provision of credits from the State for programmes and projects for use of bare land, degraded hills, forests, alluvial flats, and water bodies within the framework of Decision 327-CT and according to duly approved annual plans: Funds from the State budget are to be provided in the form of credits for basic construction and for non-commercial economic purposes for programmes and projects for the use of bare land, degraded hills, forests, riverine and coastal alluvial flats, and water bodies.
Preferential tax rates, exemption and reduction shall not apply to incomes deriving from land use and land rent rights as per Section VI.
This Circular guides coordination between natural resources and environment agencies and ranger agencies under agriculture and rural development agencies in: allocating or leasing forests in association with allocating or leasing forestland; completing forest allocation or lease dossiers in case forestland has been allocated or leased, or forestland use rights have been recognized and land use right or house and land-attached ownership certificates have been granted but forest allocation or lease dossiers have not yet been made; completing cadastral dossiers in case forests have been alloca
