Land expropriation in Palma, Mozambique

In a context of conflict affecting northern Cabo Delgado, the government approved the request for allocation of 12,000 hectares of land located in Palma in favour of the Cabo Delgado Economic Development Promotion Centre (CPD), an unknown public entity created in May 2021 and whose attributions and competences are confused with the mandate of the Integrated Development Agency of the North (ADIN). The approval of the provisional DUAT in favour of the CPD was not preceded by a public consultation with affected communities, as required by land legislation.

This is particularly the case with regard to large-scale land acquisitions (LSLAs), as highlighted through this assessment of the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure (VGGTs) in the framework of LSLAs in Africa.

The crucial event in the reporting period was undoubtedly Armenia’s war with Azerbaijan. On September 27, 2020 Azerbaijan started its war on Nagorno-Karabakh, a long-disputed region called Artsakh in Armenia, which lasted for 44 days. It ended on November 10, 2020, when Russia facilitated a cease-fire, apparently just after the Azerbaijani forces had captured most of the territories occupied by Armenia in the previous war in the early 1990s, plus a major chunk of Nagorno-Karabakh proper.

During the reporting period, the consolidation of authoritarian rule in Azerbaijan continued. Snap parliamentary elections in February 2020 did not meet international standards for free and fair competition. However, some notorious high-ranking state officials were fired, and corrupt local level administrators detained on corruption charges. These developments, in addition to the appointment of some young professionals to ministerial posts, raised hopes for a possible opening of the country to real reforms and changes.

The Gnassingbé clan has ruled the country since 1967. Throughout the survey period, demands for political change initiated by institutional and electoral reforms were a major issue of contention between the government and the challengers of the Gnassingbé regime. An alliance of opposition parties and civil society groups organized peaceful demonstrations in opposition to the regime. These demonstrations were often violently suppressed. Civil society organizations and representatives of the Christian church supported the opposition’s demands.

Land policies are formulated with the goal of addressing land use management challenges. Therefore, a thorough investigation is required to assess effectiveness of land policy processes. The unknown land use policy effec[1]tiveness is how and where the formulation and identification of land use problems affect the throughput of policy implementation. The main objective of this paper is to assess the effectiveness of land policy processes using models of public policy analysis.

Seconde partie d’une étude en deux volets sur les politiques de l’habitat dans les pays à revenu intermédiaire, ce papier de recherche explore les alternatives aux programmes d’accession à la propriété pleine et individuelle (via un crédit immobilier). Dans le champ d’action des politiques publiques, ces alternatives peuvent aller de la mise en œuvre des formes d’accès à la propriété plus inclusives (autoconstruction partielle et encadrée, coopératives, foncier solidaire, etc.) à la relance des marchés locatifs privés et au développement du logement locatif social.
