This guide identifies lessons learned and outlines critical steps that countries can apply to their own rural land administration programs as they strive to ensure these programs become more gender and socially inclusive. The period under review covers 20 months under a coalition government, a constitutional crisis and a few months when the president and the prime minister, leading different political parties, jockeyed for position. There was little political progress under the coalition government. The Office of Missing Persons was set up to investigate extra-legal disappearances and initiated some investigations. Parliament approved legislation to set up the Office of Reparations, but this is yet to be operationalized.

Cet article analyse l’histoire de la Côte d’Ivoire en matière de certification des terres de 2004 à 2017, en passant au crible les variables de l’économie politique qui causent des frictions et ralentissent les programmes d’enregistrement des droits fonciers dans les pays africains. Sont ainsi identifiées les inégalités régionales, les inégalités sociales, et les différences régionales dans les institutions foncières préexistantes comme des facteurs qui entravent la réforme foncière.

ABSTRACTED FROM EXECUTIVE SUMMARY: On December 30, 2018, Bangladesh held national elections. The election was not deemed fair by observers, and from the point of filing nomination papers to election campaigning, the opposition faced severe political obstacles. Their cadres were arrested, and rallies and campaign were attacked by the ruling party’s supporters. The government of Prime Minister Sheikh Hasina Wazed, which has been in power since 2009, employed the police as a political tool during the period under review.

Pastoralism faces diverse challenges, that include, among others, land tenure insecurity, that has necessitated the need to formalize land rights. Some governments have started regularizing rights for privately owned land, but this is complex to implement in pastoral areas where resources are used and managed collectively. Our aim was to assess how the scale of communal land tenure recognition in pastoralist systems may affect tradeoffs among objectives such as tenure security, flexibility, mobility, and reduction of conflicts.

La sécurisation des droits fonciers a pour objectif de garantir les droits réels d’une personne sur un bien foncier. L’absence d’un régime de sécurisation fiable est un frein du développement socio-économique des pays africains. Cette étude vise la réalisation d’une comparaison entre les régimes de sécurisation foncière en Afrique à travers les cas de trois pays africains en voie de développement à savoir le Maroc, la Tunisie et le Rwanda. L’objectif étant de tirer les atouts et les faiblesses du régime adopté dans chacun de ces pays.

There is a gap between land tenure and the physical land giving room for impersonation, multiple allocation and sale of plots, loss of possession, land racketeering and fraud through forgery. Hence, the need to identify unambiguously parties involved in land transactions so that the root of title can be traced to ensure tenure security. This paper explores innovative ways of filling the gap with biometric data to secure land transactions.
