These Regulations, in implementation of provisions of the Tribal Land Act, provide for matters relative to the establishment and operation of Land Boards and the granting of customary and common law land rights to tribesmen and other persons.The 36 regulations are divided into 6 Parts: Preliminary (I); Grant of customary land rights (II); Grant of common law land rights and customary rights under section 33 (IV); Treasure and audit (V); Fees (Part VI).Provisions of Part II concern election of members of the Land Boards, the Chairman, duties of the Secretary and consultation with District Councils. Provisions of Part III apply equally to Subordinate Land Boards, except for those relating to appeals. This Part outlines procedures of application and criteria for decision making relative to customary land rights as defined by the Act. Section 19 of Part IV provides for the granting of a lease for agricultural or horticultural purposes to a person other than a tribesman. Section 20 and following concern application for and granting of common law land rights pursuant to section 24 of the Act. Section 31 concerns granting of customary rights in accordance with section 33 of the Act.
