The Council and the representatives of the Member States adopted this Resolution in order to approve the general approach and strategy of the programme 'Towards sustainability' presented by the Commission. As a result, a European Community programme of policy and action in relation to the environment and sustainable development is hereby laid down. The programme deals with a number of issues in connection with the sustainable development topic. Part I of the programme outlines the policy and strategy to be applied at Community level by involving at the same time public authorities, public and private enterprises as well as the general public. The programme is to be implemented in different selected target sectors (industry, energy, transport, agriculture and tourism) and by facing the following themes: climate change, acidification and air quality, protection of nature and biodiversity, management of water resources, urban environment, coastal zones as well as waste management. The objectives to be attained include improvement of environmental data and development of scientific research and technology. Part II describes the Community’s role in the wider international arena, taking into particular account problems of regional of local concern. Part III sets priorities and deals with costs to be faced.
