These Regulations amend the Protection of Water Against Agricultural Nitrate Pollution (England and Wales) Regulations 1996 in relation with public participation in respect of drawing up certain plans and programmes relating to the environment as required by Community legislation. The Regulations concern public participation in the preparation, review or revision of any action programme relating to a nitrate vulnerable zone in England or Wales.

Implements: Directive 2003/35/EC of the European Parliament and of the Council providing for public participation in respect of the drawing up of certain plans and programmes relating to the environment and amending with regard to public participation and access to justice Council Directives 85/337/EEC and 96/61/EC.
