This Law is composed of 13 articles. Article 1 decrees desert lands a private State property. Article 2 deals with the following matters: appropriation of desert lands before the issuance of this Law shall not considered an acquired rights of disposal or decision nor compensation either real rights on these lands; all tribunals, judicial committees and cadastre judges shall abstain from examination, decision, valuation and judgment in complaints and denunciations related to desert lands (Albadeya); and, stopping registration of desert lands. Articles 3 and 4 deal with exceptions from provisions provided for in article 1. Article 5 prohibits the cultivation of un-irrigated lands of Albadeya, which its exploitation shall be intended, only to irrigation projects, afforestation and animal breeding. Article 6 allows the establishment farmer cooperatives for animal breeding and development of grasses. Article 8 contains offences and penalties.
