The purpose of these Measures is to strengthen the management of land planning, effectively protect and rationally develop and utilize land resources, promote the coordinated development of economy, society and population, resources and environment. The Measures consist of 32 Articles.The provincial government shall organize relevant departments to develop comprehensive land planning, special land planning and specific regional land planning. Article 10 provides for the main contents of comprehensive land planning, including: (a) comprehensive evaluation of land resources and the environment; (b) social and economic status analysis and forecast of development; (c) tasks and goals of land development; (d) the scale, layout and steps of the development of land resources; (e) infrastructure layout and urban and township space layout; (f) the key areas of comprehensive land development; (g) arrangements for major land development projects; （h)policies and measures for the implementation of land planning; etc. The contents of special land planning shall meet the specific requirements of the comprehensive land planning.

Regulations
