This Regulation on the State Committee on Land Resources, Geodesy, Cartography and Land Cadastre defines its status, main tasks, functions, rights and liability, and also the procedure for operation thereof. State Committee on Land Resources, Geodesy, Cartography and Land Cadastre shall be a body of public administration in the sphere of land relations, geodesy, cartography and state cadastres. The main tasks of the Committee shall be as follows: (a) development and implementation of a unified state policy on the rational use of land resources, in the sphere of geodetic and cartographic activities; (b) implementation of systematic state control over the rational use and protection of land, state geodetic supervision over compliance with of the requirements of legislation and prosecution of the transgressors of land legislation in accordance with the administrative liability established by the legislation; (c) development and implementation of state programs on the rational use of land resources, ensuring the preservation and protection of lands, increasing soil fertility, (d) enhancing the effectiveness of geodetic and cartographic activities; (e) keeping state land cadastre, state cartographic and geodetic cadastre, state cadastre of buildings and structures, state cadastre of territories, as well as the Unified System of State Cadastres; (f) coordination of the activities of the public administration bodies and local executive bodies in the sphere of keeping state cadastres; (g) monitoring of agricultural lands, sowing and growing crops using unmanned aerial vehicles, maintenance of functioning of systems of satellite navigation with use of geodetic data and cartographic materials; (h) aerial survey, topographic and geodetic, cartographic, soil, geobotanical and other surveys, cartographic monitoring using materials and remote sensing data, geodynamic studies of the earth; (i) creation and regular updating of the electronic database of real estate objects, geoinformation system of state cadastres for gradual transition to an estimation of real estate at market value; (j) large-scale introduction of modern information and communication technologies with a view of improving the quality of the provision of public services, allowing to provide services promptly and efficiently to citizens and business entities; (k) expansion of international cooperation in the field of land use, geodesy, cartography and state cadastre, attraction of international grants; and (l) provision of retraining and advanced training of personnel in land management, geodesy, cartography and state cadastres. Special Fund for Development of Land Relations and State Cadastre shall not be legal entity and is constituted for the following purposes: (a) the strengthening of the material and technical base of State Committee on Land Resources, Geodesy, Cartography and Land Cadastre; and (c) financing of the maintenance of operation, rental of premises and remuneration of staff of the State Committee on Land Resources, Geodesy, Cartography and Land Cadastre.
