This study, conducted on the conditions of populations displaced by Taoussa development project, intends to analyze the nature of the "social contract" between the state and local communities around the dam. The material terms and the legal framework for their resettlement will be analyzed, firstly, to assess their effectiveness, achievements and limits to feed into the debate on benefit-sharing around dams and, secondly to formulate recommendations to influence the process in the interest of all parties.
The Taoussa project is one of the major development projects underway in Mali. Located in the Gao region, it has various components including the construction of a dam that will, according to its designers, create a reservoir with a large capacity to maintain a low flow that will promote regeneration of the Niger river ecosystems and the sustainability of socio-economic activities.
The study focused particularly on the level of information received by local actors, their participation in various phases and their appreciations and expectations of the project.
