Kosovo Cadastral Agency is a central authority for maintaining the cadastral database, maintaining the property registers, cartography and GIS, the unified address system, the national spatial data infrastructure and the administration of the Information Technology Infrastructure (IT), respectively the first and second data centres. As a central-level institution, KCA has jurisdiction to issue guidelines and frameworks for works associated with all cadastral activities, it is responsible for the training and certification of the Municipal Cadastral Offices officers for the operation of the Kosovo Cadastral Land Information System (KCLIS) and the training, certification and licensing of surveyors and surveying companies providing cadastral services. Pursuant to the Law on Cadastre, KCA delegated the tasks for registration and maintenance of KLIS data to MCOs. MCOs provide services to natural and legal persons, as well as to public institutions, in 35 out of 38 municipalities of the Republic of Kosovo, and despite the KCA’s efforts, the cadastral administration is not done in compliance with the legislation of the Republic of Kosovo in three municipalities, namely in Zubin Potok, Leposavic and Zvecan. Due to this, and with the purpose of providing cadastral services to citizens of these three municipalities, pursuant to Law on Cadastre, KCA decided to receive applications from citizens of these three municipalities and issue cadastral and property records thereof, as well as maintain the Immovable Property Rights Register. Kosovo Cadastral Agency operates pursuant to Regulation No. 20/2014 on Internal Organization and Systematization of Workplaces at KCA approved on 08.12.2014. Based on this Regulation, KCA has a total of 5 Directorates and 14 sectors within its organizational structure. The number of employees approved by the Budget of the Republic of Kosovo for 2021 is 52 employees. There are currently 48 employees out of a total of 52 positions approved, of which 31 male and 17 female employees. The average age is 43 years. Kosovo Cadastral Agency has also employed eight (8) officers as support staff who are funded by donors, of which 6 male and 2 female officers. Their role within the KCA is crucial, as they provide support in the development of KCA projects.
