Only legislation which does not contradict provisions of the Code will apply (art. 2). The Land Code will apply to laws enacted- and rights and responsibilities arising after the Code comes into effect (arts. 3 and 4).

This Ministerial Decree establishes the modalities of organization and carrying out supervision over land use planning. The purpose of supervision shall be to enforce the observance technical norms and requirements by legal and natural persons in the process of land use planning.
This Decree sets forth the modalities of land tenure of rural inhabited areas, in particular establishing land-use planning guidelines related to residential construction and provision of urban amenities.
