Issues with Tribal Certificate
The issues of Tribal Certificate in Customary Land setting is important to look at very carefully. The first issue is, who initiate Tribal Certificate? Is it the Government or the Tribal Authority? Tribal Certificate should not automatically guarantee ownership to land in the sense that, the Government do not know the number of Lands under Tribal Certificate. Land under Tribal Certificate need to be validated in accordance with the Land Rights Bill.
