Why this study?
Recent years have witnessed an increase in violent conflicts involving pastoralists in parts of West Africa and the Sahel. They often take the form of clashes between herders and farmers, impacting human, national and regional security.
Given its mandate and role in conflict prevention, the United Nations Office for West Africa and the Sahel, in collaboration with the Economic Community of West African States, initiated this study in 2017 to examine the causes and identify concrete solutions to conflicts related to pastoralism.

Publication shows how addressing land issues can mitigate conflict;facilitate solutions to it;improve the likelihood that people can return to their homes after the violence is over;and contribute to peace overall. Draws on cases in nine countries in the Arab States;Africa and Latin America;with a range of conflict parties: farmers;herders;landlords;villagers;mining companies;host communities;displaced people;gangs;and various levels of government.

Depuis 2013, l’insurrection de Boko Haram et sa répression ont entraîné des bouleversements majeurs dans la région du lac Tchad. The Technical Guide on Pastoralism builds on a number of initiatives and studies from recent years that have shone a light on pastoral governance and land tenure: on the inherent challenges pastoralists face, the shortcomings of governments in securing pastoral tenure, and the emerging examples of success and progress from around the world. This Technical Guide provides solutions to securing pastoral governance and tenure without undermining the inherent, necessary complexity of customary arrang ements.

Les Directives volontaires pour une gouvernance responsable des régimes fonciers applicables aux terres, aux pêches et aux forêts dans le contexte de la sécurité alimentaire nationale mentionnent de manière explicite les éleveurs nomades comme utilisateurs des Directives et comme cibles du renforcement des capacités. En dépit de la marginalisation historique des éleveurs nomades, souvent encore d’actualité aujourd’hui, ce guide technique a été élaboré en réponse aux possibilités qui sont en train d’émerger pour appuyer les pasteurs et renforcer leurs droits aux terres et aux ressources.
