Cameroon’s current land law appears to have two conflicting objectives: to attract investors through large-scale land concessions while simultaneously protecting biodiversity, defending local people’s rights and promoting rural development. But the legislation governing large-scale land-based investments is outdated and sometimes incoherent. The land allocation process is investor driven and does not appropriately balance economic, social or environmental considerations.
Recognizing the extensive literature available on outgrower cooperative farming, this case study seeks to add to this literature by providing in-depth learnings and guidance on good practices for structuring commercial, cooperative outgrower schemes in Malawi and potentially elsewhere.

This paper examines how far Afghanistan’s Land Acquisition Law complies with standards required for World Bank financing of public interest projects that unavoidably extinguish or diminish existing land rights in the project area. For this purpose, the law was compared with standards laid down in World Bank ESS5 on Involuntary Settlement. Additional reference was made to ESS1 on social risk and impact assessment, and to ESS7, in regard to communities whose socio-culture and livelihoods rely distinctively and historically upon collectively-based tenure or land use.
This note provides guidance for civil society actors and communities on how to access and how to use the information contained in contracts with companies to be able to:
• Understand company and government obligations related to a company project;
• Monitor whether those obligations are being fulfilled;
• Hold companies and the government to account for bad contracts or for failing to deliver on commitments that are important to communities.
Uzbekistan has embarked on significant reforms since early 2017, aiming to improve the lives of ordinary citizens, enable business development, and open up to neighbors. The scale of changes is unprecedented. The new government aspires to modernize the country and to move it toward upper middle-income status. The formulation of the country partnership strategy (CPS) of the Asian Development Bank (ADB) is timely for supporting this reform agenda through investment financing, policy support, and capacity development.
We investigated wheat price relationships between the import-dependent countries in Central Asia and the South Caucasus and the Black Sea wheat exporters to assess wheat market efficiency. This is crucial for ensuring availability and access to wheat and for reducing food insecurity. Results from linear and threshold error correction models suggested a strong influence of trade costs on market integration in Central Asia, while those costs were of minor importance in the South Caucasus.
This report presents findings on corruption in large scale land-based investments (LSLBIs) in Sub-Saharan Africa, and although it draws on case studies from Sierra Leone and Zambia, its recommendations aim to be applicable across Sub-Saharan Africa.
On the heels of the rural ‘land grab’ debate, the ongoing urban transition combined with large-scale urban infrastructure investments and land scarcity forces us to also pay more attention to issues of land in urban discussions. Yet how can we conceptualise land-related problems in order to connect and integrate rural and urban debates in overarching discussions of development?
Ce guide est le fruit d’une formation portant sur le consentement préalable, donné librement et en connaissance de cause (CPLCC) et le partage d’autres outils développés au niveau local qui s’est tenue les 2 et 3 mai 2018 à Kayes au Mali*. Cette formation a réuni une cinquantaine de participants, venant des organisations paysannes, des groupements de femmes et de jeunes, des élus locaux, des ONG et des services techniques régionaux. Elle a permis à ces différents acteurs d’analyser le processus du CPLCC dans le contexte local pour renforcer la gouvernance foncière au Mali.
