African Governments are planning to leapfrog development and move to a middle income economy in a short time. This requires a sustainable strong economic growth, based primarily on African agricultural resources and initially with huge resources from outside, partly provided by donors but mainly from the private sector through sustainable and responsible investments. All actors should engage in a serious dialogue on how to facilitate and create good investments in order to attract the necessary resources for development.

In many Asian, African, and South American nations, indigenous people are being driven from their homes: Government authorities are leasing hundreds of thousands of hectares of land belonging to indigenous people who only in the rarest of cases possess deeds to the land that are recognised by the authorities. Although in many cases their ancestors have lived on the land for centuries, these rights were never recorded in the land registries. The way of life and the livelihood of many indigenous peoples are severely threatened by their land being sold off.

In order to boost agricultural growth in SSA, further investment in the agricultural sector is urgently needed. The mark-up of ODA funds is a stepping-stone in this regard. However, ODA should function as a catalyst for further private investments and should be used to assist recipient governments in building the institutional framework for attracting private investment and promoting balanced growth. Important success factors include further advances in improving domestic banking and agricultural risk management systems.

Lessons learnt from India prove that people empowerment through self-help groups and target group orientation still matters for sustainable rural development. However, this is only true if economic, socio-cultural, political and environmental empowerment interlock. This article makes an argument for a grassroot-level and participative approach of people empowerment in regional rural development.

Smallholder communities in the Bolivian highlands have managed to conquer hunger: cheese production o? ers great hope to the people of the Peñas Valley. Cheese provides healthy nourishment for their children, generates additional income for families, and stimulates the local economy. Education is a decisive factor.

En este trabajo proponemos una mirada comparativa de la expansión territorial de las provincias argentinas de Buenos Aires y Santiago del Estero entre las décadas de 1850 y 1890. Mediante la conjunción de estudios regionales verificamos los mecanismos de apropiación de las tierras públicas, la emergencia de un aparato legal que intentará regular las prácticas de ocupación y la incorporación de agentes económicos de alcance regional y nacional, en algunos casos invirtiendo en ambas provincias.

This report discusses the potential benefits of, and the current challenges for, agricultural land investment in Tanzania and Mozambique. The paper finds that there is little, if any, development potential in these investments. Indeed, the economic growth potential of investments in agricultural land is questionable due to an inadequate regulatory framework governing foreign direct investments (FDI) in the sector.

TAKEN FROM WEBSITE INTRODUCTION: This study by GTZ on behalf of BMZ about FDI in land highlights dramatic increase in land concessions, based on data collected in two provinces for an inventory, which GTZ conducted as no official data on land concessions is available. The Lao PDR is a small land-locked country in South-East Asia with a total area of 236,800 m2 with over 80% mountainous surface. It is estimated that all together concessoins for 2-3 million hectar land were granted, representing 13% of Lao PDR's total land area.

This BMZ comissioned report by GTZ highlights the dramatic increase of land concessions and rising inequality in land distribution in Cambodia. Parts of the study refer to an earlier report by Uch Sophas “Foreign Direct Investment in Land for Biomass Production in Cambodia”. The South-East Asian country Cambodia has an area of 181,035 km2. The Government of Cambodia is adapting its activities to attract FDI, which has lead to a steady increase especially since 2007.

As shown in this report, harassment of local activists in Cambodia, including defenders of the right to housing, is widespread. Cambodia’s rich and powerful are increasingly abusing the criminal justice system to silence communities standing up against land concessions or business deals affecting the land they live on or cultivate. Many poor and marginalized communities are living in fear of the institutions created to protect them, in particular the police and the courts. As forced evictions increase, public space for discussing them is shrinking.

The transition to a market economy has sparked Vietnam's unprecedented urbanization and industrialization. In order to accommodate the spiraling land demand triggered by urban and economic growth, the Vietnamese government has been using the mechanism of compulsory acquisition at an astounding scale to convert massive amount of agricultural land to urban land for non-agricultural uses. A large number of the country's poorest, most vulnerable citizens have been forced out of their land to make way for development projects, yet, they are also the group that have least benefited from them.

The research team set out to answer three research questions: 1) What are rubber investment’s key features with regard to the investment process, investor identity, location, activities and scale? 2) How was the “upland” landscape originally zoned and mapped as part of the LFA process, and later re-zoned and mapped by local authorities and foreign investors? 3) What are the impacts of rubber investment in upland areas on the land use and livelihoods of the villagers involved?
