While the economic potential of privatizing small-scale properties in impoverished urban areas of the developing world is receiving a good deal of attention, in reality the potential only applies to a segment of the urban poor. ‘Informally occupied property,’ instead of existing as a category, in reality operates as a broad continuum of tenure security. Toward the secure end informal occupation can contain the ingredients that facilitate titling and access to capital via title.

Pastoralism has suffered untold abuses in the implementation of national policy and laws before in the incorporation of bills of rights in the constitution. These provisions allowed freedom of association that enable formation of CSOs and NGOs, some of which based their interventions into policies and legal issues that denied pastoralists of the rights to engage into livelihood processes through access to, management of, and benefit from land and resources entailed in them.

As with natural resource management reform processes elsewhere in East Africa, Tanzanian CWM has become highly contested terrain, both physically and conceptually. The linear, centrally-led, devolutionary reform processes that were conceptualised by donor and NGO supporters of CWM in the mid-1990s have not materialised. Rather, multi-faceted political and institutional conflicts over the control of valuable land and wildlife resources characterise CWM in Tanzania today.

Societal costs for implementation of agricultural land management policy and some scenarios for more targeted land policy: case study of Latvia

The current support policy is increasing gaps in land management intensity among different regions of the country. The support policy for agricultural and rural development does not deal with solutions for land abandonment or environmental objectives, because the abandonment is becoming a hidden, environmental policy and rural development process, which is more expensive for society. Some alternative approaches and principles for designing a new agricultural land policy for Latvia could decrease the policy costs and make land management more targeted and acceptable for society.

This study is an effort to understand the relationship between HIV/AIDS and land reform in South Africa. It is conceptualised as a longitudinal study covering three years. The study is presently concluding its first year, which has focused on 10 sites in three provinces and the information herein is considered baseline data. Much of the analysis in this report pertains to the nature of land reform projects and land-based livelihoods, and infers the connection to HIV/AIDS rather than observes it directly.

For local people, bulldozing the landscape is seen as erasing their history, and disturbing social organisations and traditions. In Cambodia--as in many other countries--land is an extremely important economic resource and asset. Land is livelihood.

This is a mixed methods study on the Cambodian Cadastral Commission (CC), a body set up in June 2002 to resolve disputes involving unregistered land. It was conducted by the Center for Advanced Study in collaboration with the World Bank Justice for the Poor Program, National Cadastral Commission Secretariat and the German Development Cooperation (GTZ). The study undertakes a review of the functioning of the CC and evaluates a new case management/incentive scheme which was being piloted with the support of GTZ.

Vietnam Land Administration system has implemented successfully the land policy in recent decades. In the next phase of socio-economic development plan, land is requested to become important domestic resources for many investment projects. Obviously, land registration needs further development so that land use rights or land use right certificate can be used as asset in the open market. In the past ten years, many improved on land registration was undertaken. Many first-look problems have been identified and fixed. The issues of Vietnam land registration are more difficult to identify.
