A market without the 'right' property rights

While Vietnam's reforms provided some of the weakest legal private property rights amongst the transitions countries, cities like Ho Chi Minh City have booming domestic real estate markets. Interestingly, while most properties in 2001 did not have legal title, those on the market did advertise a variety of property rights claims. Employing a hedonic price model to analyse the pattern of prices at which sellers offer properties in Ho Chi Minh City, this study examines how this market values property rights.

The study describes the experiences of Kompong Phluk, a Khmer community that has been attempting to protect its flood forests and fishing grounds for the past fifty years. The authors examine how the community, assisted by the FAO project, has developed a resource management organization, formulated rules and regulations, sought government approval, and designed a comprehensive resource management plan. The report also details some of the challenges and issues that they have faced in the process.

Se examina en particular la Estrategia Nacional de Desarrollo Agropecuario y Rural (ENDAR) que define las acciones centrales del gobierno boliviano en relación al sector rural, incluyendo medidas para la superación de la pobreza rural. Se reconocen los avances pero se resaltan especialmente las limitaciones de la ENDAR para impulsar las capacidades productivas de los productores campesinos y para aliviar la pobreza rural.

It draws attention to issues that should be addressed and it discusses methods, tools and techniques. The manual identifies the main activities in a pilot project and their sequence.
