In this discussion paper, we explore the policy environment related to rural-urban linkages and migration in Ethiopia, and analyze how the policies are impacting rural transformation. Section 2 describes conceptual issues and the theoretical framework that establishes the connection between RULs, rural-urban migration, and rural transformation. Section 3 outlines the policy landscape pertaining specifically to land and labor in Ethiopia, and analyzes the impact these policies have on migration behavior and rural transformation.

The research was undertaken by the Department of Town and Regional Planning, University of Pretoria, commissioned by Urban LandMark. Climate change prompts policymakers to pursue a low carbon energy pathway in order to reduce greenhouse gas emissions. However, this can lead to trade-offs with other sustainability objectives. This policy brief outlines key issues relating to biodiversity and the development of the hydropower sector in Vietnam. It is aimed at informing policymakers, civil society and donors. It argues that the large-scale development of the country’s hydropower sector is being undertaken without due consideration of the impacts that this is having on the nation’s biodiversity.

The recent Secretary General’s “Report on Peacebuilding in the Immediate Aftermath of Conflict” warns of the threats posed by the failure to restore state authority to lead the peacebuilding process in early post‐conflict situations. This report advocates for coherent and well coordinated early action to support post‐conflict governments to build core state capacities that will help to restore legitimacy and effectiveness. This paper lays out a framework for reconsidering the unique challenges post‐conflict contexts pose to processes of state capacity development.

Transforming a pluralistic tenure system into unified statutory rights has been a major objective of the development of property law in many developing countries. Many law and development scholars have assumed that unified land rights are a pre-condition to development and that a pluralistic tenure land system is a major source of uncertainty and insecurity. This article challenges this commonly held assumption by way of a case study of Indonesia's effort to unify the laws governing land.
