Council Directive 86/278/EEC on the protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture.

The purpose of this Directive is to regulate the use of sewage sludge in agriculture in such a way as to prevent harmful effects on soil, vegetation, animals and man, thereby encouraging the correct use of such sewage sludge. Member States shall prohibit the use of sludge where the concentration of one or more heavy metals in the soil exceeds the limit values which they lay down in accordance with Annex I A and shall take the necessary steps to ensure that those limit values are not exceeded as a result of the use of sludge.

Nagaland Village and Area Councils Act, 1978 (Act No. 1 of 1979).

This Act provides for the constitution of Village and Area Councils in Nagaland and defines their internal organization and power and duties.Village Councils shall among other things, formulate Village Development Schemes to supervise proper maintenance of water supply, roads, forests, sanitation and other welfare activities; administer justice within the village limits; and deal with the internal administration of the village.The Act further provides for the constitution of a State Level Advisory Boards and defines its powers and duties.

Ancient Monuments and Archaeological Sites and Remains Act, 1958 (Act. No. 24 of 1958).

This Act provides for the preservation of ancient and historical monuments and archaeological sites and remains of national importance and for the regulation of archaeological activities in India.The Central Government will have the power to declare ancient monuments or archaeological sites, etc. to be of national importance. The Director General may, with the sanction of the Central Government, purchase, take lease or assume the guardianship of any protected monument, for its protection or preservation.

Regional Act No. 36 on extraordinary interventions in the field of soil conservation and afforestation

The Regional Counsel for Agriculture and Forestry shall be in charge of the drafting of a general plan concerning the interventions to be undertaken in the field of soil conservation, protection of the environmental balance in forests as well as nature preservation. The Act describes the approval procedure, which involves Mountain Communities. Particular provisions deal with expropriation of lands to be included in the forest domain and hence subjected to the interventions envisaged in the plan.

The Act lays down provisions concerning regional planning activities as regards soil protection, control of land use and interventions for the conservation and transformation of soil. The provisions cover both agricultural and urban land. As regards agricultural land, the aims pursued are the safeguarding and improvement of the natural heritage as well as the rational and sustainable exploitation of natural resources. The Regions shall be responsible for planning in conjunction with the Communes and Mountain Communities.

This Act grants the power to the Minister responsible for ports and harbours to carry out construction of coast protection works as he/she deems urgently necessary and to apportion costs of such works on the owners of any land who benefit from such works. The owners will contribute in the degree that they benefit from the work. Various rules are provided for the apportionment of costs and the payment of compensation.

Law No. 6.225 establishing environmental plans for soil erosion prevention.

This Law establishes the obligation of drawing up regional environmental plans in order to avoid or prevent soil erosion. It consists of 7 articles establishing that lands must comply with specified environmental requirements.

Land Conservation and Improvement Act.

The Act makes provisions for the conservation and improvement of the land and water resources. It establishes the Land Conservation Board (sect. 3) to exercise general supervision over land and water resources (sect. 5a) and to make conservation orders (sect. 7), closing orders (sect. 8) and orders to do work (sect. 9). Conservation Committees may be established to advise the Board. (23 sections)

Foreshore Protection Law, 1978.

This Law provides for the better protection of the foreshore. The law defines the foreshore as the lands within a distance not exceeding one hundred yards from high water mark, as the Minister may prescribe. The Law contains provisions on the prohibition to interfere with the foreshore, on restrictions upon structures on the foreshore. It provides also for the power to prescribe areas in which the erection of buildings is prohibited, and for drains to be covered and extended into the sea.
