This report is about how to progressively reduce over time Afghanistan's dependence on opium - currently the country's leading economic activity - by development initiatives and shifting economic incentives toward sustainable legal livelihoods. Specifically, the report identifies additional investments and policy and institutional measures to support development responses that can counterbalance the economic advantages of opium.

Land and decentralisation policies in Senegal have been closely linked since the country became independent in 1960. Although local governments manage public lands and participate in the management of special areas, the actual degree popular participation in land and decentralisation policies occurs strongly depends on the rights granted to local communities and governments and the available human and financial resources. This paper explores these issues and discusses their effect on decentralisation and land management in Senegal.

Kenya is still largely agrarian with 80 percent of its population depending on agriculture for food, employment and income. The dilemma facing the country is that only 20 percent of the land is suited for agricultural production. A greater proportion of the country, however, consists of agroecologically less favoured areas (LFAs). Another dilemma in Kenya?s agricultural sector is that economic development impacts are not homogeneously spread even among the agriculturally favoured areas.

Recognition of the importance of institutions that provide security of property rights and relatively equal access to economic resources to a broad cross-section of society has renewed interest in the potential of asset redistribution, including land reforms. Empirical analysis of the impact of such policies is, however, scant and often contradictory. This paper uses panel household data from India, together with state-level variation in the implementation of land reform, to address some of the deficiencies of earlier studies.

Cette étude propose une analyse de la dimension de genre au sein de la législation relative à l’agriculture et examine le statut juridique des femmes dans trois secteurs clés. Le résultat est une analyse qui identifie les principaux facteurs juridiques et certains facteurs non juridiques ayant une incidence sur l’existence et l’exercice des droits des femmes liés à l’agriculture.
