Agriculture is among the most risk-prone
sectors in the economies of Central Asia. Production shocks
from weather, pests and diseases and adverse movements in
agricultural product and input prices not only impact
farmers and agri-business firms, but can also strain
government finances. Some of these risks are small and
localized and can be managed by producers. Others are the
result of more severe, exogenous shocks outside agriculture

This By-Law made under the Spatial Planning and Land Use Management Act, 2013, applies to all land within the geographical area of the Kouga Municipality, including land owned by the state. The By-law shall, in case of conflict, in principle prevail over other legislation. The By-law requires a municipal spatial development framework to be made and provides with respect its preparation and public participation procedures. The Municipality may also adopt a local spatial development framework for a specific geographical area of a portion of the municipal area.

Article 1 shall be amended to add the following wording: “Leaseholder of a plot of agricultural land pertaining to public or municipal ownership shall have the right of purchase of such plot of land in ownership on condition of proper use of such plot of land upon expiry of three-year period from the date of conclusion of lease contract set forth as percentage related to cadastre value and depending upon expiry of lease periods”.

Article 8 shall be amended to add the following wording: “Urban land destined for urban and peri-urban agriculture without constructions thereon and allotted to agricultural organization or peasant farm on condition of permanent (open-ended) land tenure or hereditary life-long possession shall be purchased in ownership by the aforesaid categories of natural and legal persons at the cost of 15 percent of cadastre value of the plot of land at the date of submittal of the application”.
