Microfinance institutions (MFIs) in Ethiopia are offering farmers a new financial product: the SLLC-linked individual loan product

With Second Level Land Certification (SLLC), MFIs have the security of knowing the ownership and exact landholding size of farmers. This has allowed the development of an innovative individual lending product that uses the produce of the land as a form of guarantee.

Supporting the agriculture sector

The GoE with technical support from the Land Investment for Transformation (LIFT) programme is issuing Second Level Land Certificates (SLLC) to increase the land tenure security of farmers. As a result, farmers are more willing to invest in their land in a productive and sustainable way. However, to allow for increased productive investment, farmers must have access to improved agri-inputs and technologies that are climate smart: this is currently a challenge in most rural areas.

Zambia is one of the countries in Africa with a high frequency of land conflicts. The conflicts over land lead to tenure insecurity. In response to the increasing number of land conflicts, the Zambian Government has undertaken measures to address land conflicts, but the measures are mainly curative in nature. But a conflict sensitive land governance framework should address both curative and preventive measures.

Almost everywhere in Africa the elite and corporations are undertaking efforts to capture and control people’s basic means of production, such as land, mineral resources, seeds and water. These resources are increasingly being privatized due to the myriad of investment agreements and policies driven by new institutional approaches, imposed on the continent by western powers and Bretton Woods institutions.

The UN-Habitat, World Bank and the Global Land Tool Network (GLTN) host of the Global Land Indicators Initiative (GLII) 1 in collaboration with Global Donor Working Group on Land (GDWGL)2 jointly hosted a side event titled Land Tenure Security Monitoring in the SDGs: Leaving no one behind at the 2 nd High-level Political Forum on Sustainable Development (HLPF).

This Expert Group Meeting (EGM1 ) was convened with the purpose of examining land indicators in the Sustainable Development Goals (SDGs) and promoting meaningful and harmonised approaches to monitoring women’s land rights (WLR)2 . It was convened by the Global Land Indicators Initiative (GLII) of the GLTN, UN Habitat, and Oxfam with inputs and assistance from Landesa, UN Women and Huairou Commission as part of a process of work on the development of methodologies for the land related SDG indicator monitoring.
