La preocupación por preservar la Amazonía remite a una doble problemática ambiental y geopolítica. Por una parte refleja la toma de conciencia, en el ámbito internacional, de los límites del desarrollo industrial, tanto entre las ONGs y la sociedad civil como entre los organismos multilaterales que conforman el sistema institucional internacional. Por otra parte, plantea el problema de la soberanía nacional de los países y la legitimidad de políticas que pueden ir en contra del interés general en el plano global.

This Law is composed of 7 Parts divided into 68 articles. Part I deals with fundamental principles and general provisions. Part II provides for regulating the environment protection especially the following matters: environmental planning; Environment National Council; financing environment protection through the establishment of a national environmental fund; and the mechanism of environmental pollution control. Part III refers to the Environment Information System and the participation in environment management and protection. Part IV relates to the Environmental Impact Assessment.

The Mitigating Impact of Land Tenure Security on Drought-Induced Food Insecurity: Evidence from Rural Malawi

This paper explores household variation in land tenure security and drought shocks across villages to investigate the extent to which land tenure systems matter in households’ capacity to cope with adverse impacts of weather shocks for agricultural dependent households in rural Malawi. Our findings reveal that land tenure security cushions the effects of drought regimes on food security. Further, we establish access to credit facilities for farm investment purposes as the underlying channel that mediates the impact of drought shocks on food insecurity.

The damage caused by illegal activities and corrupt practices in the world’s forests is a problem of enormous proportions. In many parts of the world, forest exploitation is dominated by rampant illegal harvesting, large-scale violation of trade regulations both domestically and internationally, fraudulent practices abetted or condoned by government officials and other destructive activities in violation of applicable laws. This paper is concerned with one facet of this complex problem–how important is legislation in the fight against destructive and corrupt forestry practices?

A Laboratory Study of Auctions for Reducing Non-Point Source Pollution

Non-point source pollution, such as nutrient runoff to waterways from agricultural production, is an environmental problem that typically involves asymmetric information. Land use changes to reduce pollution incur opportunity costs that are privately known to landholders, but these changes provide environmental benefits that may be more accurately estimated by regulators. This paper reports a testbed laboratory experiment in which landholder/sellers in multi-round, sealed-offer auctions compete to obtain part of a fixed budget allocated by the regulator to subsidize pollution abatement.
