After examination of the Federal Law the "Land Code", adopted by the State Duma 22 April 1998, in accordance with the Article 106 of the Russian Constitution, the Council of the Federation decrees to ratify it.

Article 1 of the above-mentioned Ordinance establishes that transfers of ownership of land, shall be published in accordance with Article 970a paragraph 2 of the Civil Code. The present Ordinance implements the Agricultural Adaptation Act in its version of 3 July 1991 (BGBl. I p. 1418), the Land Parcel Act (BGBl. I p. 1091), the Land Lease Contract Act (BGBl. I p. 2075) and the German Land Settlement Act (BGBl. III 2331-1). In particular, the Ordinance lays down provisions relating to the efficient and correction enforcement of the afore-mentioned Federal Acts. The text consists of 8 articles.

The present Regulation lays down provisions relating to the subdivision of land. Section 2 establishes that a person proposting to subdivide private land within a provincial park shall apply to the Director of Parks. This Implementing Regulation explains and specifies provisions of Legislative Decree No. 3 of 1994 concerning land and environment planning. The Implementing Regulation is composed of 4 Sections divided into 59 articles. Section 1 deals with terms and definitions. Section 2 specifies the objectives of this Regulation as well as the basis and standards for the division of lands. Section 3 refers to procedures adopted for the division of lands. Section 4 deals with the following matters: (a) projecting provisions; (b) complaint affairs; (c) fees; and (d) offences and penalties.

This Resolution provides for the establishment of the Committee for Examination and Revision of Land Division Maps. The Committee is made up of the President and 6 members. The competence of the Committee is to revise and examine land division maps presented by landowners.

These Regulations implement provisions of the Registration (Strata Titles) Act in relation with the application for the registration of titles and leases and fees.

The Government decrees to validate the Regulation. This Regulation determines the modalities of cadastre subdivision of the national territory for the purpose of keeping up of state land cadastre and assignation of cadastre number to the plots of land. In accordance with this Regulation all the territory of the Russian Federation, including the territories of all regions, inland waters and territorial sea, is subdivided into cadastre districts.

The President decrees that normative cost of land for the sale of the plots of land to privatized enterpises situated on them must be estimated as the land tax rate for a unit of area multiplied by ten times.

Certificates of land tenure shall be registered in accordance with the projects of inter-economic land survey practice (submission of land-surveying materials on concession of the plots of land for determined purposes) validated by the Government, organs of executive power in accordance with the established modalities and their filling in shall be preceded by mapping of the boundaries of land tenure that is the ground for issuing certificate of land tenure.

The following order of the formation and registration of the right of land tenure shall be applied: 1). A citizen shall submit to the district land committee an application for the allotment of a plot of land for setting up a peasant farm. 2). Examination of the application shall include the following documentation: a). map of the plot of land; b). decision on allotment; c). decision of the rural land committee on setting up peasant farm; d). certificate of the rural land committee on land share; e).
