This Law establishes legal status, the modalities of allotment, attachment and management of the territories of traditional nature management of indigenous scanty population of the North in the Khabarovsk Territory and is aimed at the solution of economic, social and demographic problems of indigenous scanty population of the North for the purpose of ensuring traditional way of life of the aforesaid population. This Law regards also physical persons that don’t belong to indigenous scanty population of the North but are permanent residence on the territory of traditional nature management and are engaged in traditional nature management and (or) economic activity. The document consists of 12 Articles. Article 1 lays down the general provisions. Article 2 determines the main notions and concepts. Article 3 regards subjects of traditional nature management and economic activity and establishes their preferential right to obtaining permit for nature management. Article 4 classifies traditional nature management and economic activity. Article 5 establishes the modalities of allotment and composition of the territories of traditional nature management. Article 6 regards allotment of the plots of land within the boundaries of traditional nature management. Article 7 establishes the modalities of concession of natural resources within the boundaries of traditional nature management. Article 8 deals with industrial development of territories of traditional nature management. Article 9 deals with especially protected areas. Article 10 concerns control over the observation of the established regime of traditional nature management and establishes liability for its infringement. Article 11 establishes the modalities of enactment of the present Law. Article 12 lays down the final provisions.
