This Decree provides for the management of urban space, architecture and landscapes and defines the rights, obligations and responsibilities of organizations and individuals engaged in these activities.The Decree sets forth requirements for the management of space of newly developed areas, conservation areas, space of other areas of urban centres and of space of bordering areas between inner cities and suburbs. Terrain conditions and systems of greeneries, water surface and transport must be combined to create interrelated space in an urban centre and assure sustainable development of the natural environment.The Decree further provides for: the management of landscapes of parks and greeneries, artificial landscapes and natural landscapes; power supply and lighting works in urban centres; urban water supply and drainage and environmental sanitation works; etc.
