These Regulations was formulated in order to strengthen the management of rural collective assets, protect the lawful rights and interests of the owners and operators of the assets of collective economic organizations, and promote the development of rural collective economy. The Text consists of 6 Chapters divided into 33 Articles: General Provisions (I); Property rights of collective assets(II); Operating collective assets (III); Managing collective assets (IV); Legal liabilities (V); Supplementary provisions.The competent agriculture authorities shall be in charge of the management of rural collective assets. The acquisition, modification and elimination of the property rights of the important assets of collective organizations shall be registered. All the lands owned by the collective organizations shall be registered in accordance with the relevant laws and regulations of the state and the Autonomous Region on land management. The owner and the operator of the collective assets shall sign the contract in accordance with the law, and the rights and obligations of the parties shall be clearly defined. Article 17 and 18 provides for the circumstances in which the assets assessment shall be carried out by the assets evaluation institutions with legal qualifications.
