This NDP is a 3-year nationwide document aiming at (i) building a sovereign State; (ii) consolidating its control over the natural resources; (iii) developing the Area C, particularly Jordan Valley, as well as East Jerusalem and Gaza; (iv) boosting the economy; (v) enhancing the private sector's ability to build its productive capacity and its capacity to create jobs; and (vi) increasing efficiency and sustainability of quality services.Main pillars at the basis of the NDP, compared to previous policies, are (i) a more participatory approach; (ii) mainstream gender equality throughout planning process; and (iii) a human rights-based approach. The four sectors most tackled by the objectives of this NDP are (1) economic development and employment; (2) good Governance and institution building; (3) social protection and development; and (4) infrastructure.To make agriculture more productive and sustainable, the Plan encourages (i) investment in the sector, including horticulture and livestock; (ii) expansion of cultivated land and provision of irrigation water, ensuring efficient water management and use; (iii) promotion of water harvesting, treating wastewater, and reusing treated wastewater in irrigation; (iv) reclamation of agricultural land; (v) construction of agricultural roads; and (vi) increasing the diversity and improving the quality of agricultural produce to enhance its competitiveness in local and foreign markets.In order to reduce rural poverty, the Government will (i) promote and reinforce volunteerism and entrepreneurship among the male and female youth with a view to enhancing their status and promoting their participation; and (ii) ensure an inclusive, integrated social protection system that ensures a decent standard of living.More inclusive and efficient agricultural and food systems will be enabled by (i) making available agricultural inputs, including provision fertilizers and seeds at reasonable prices and activating a Risk Mitigation and Agricultural Insurance Fund for small and medium producers so that they can adapt to market needs; (ii) developing agricultural and handicraft cooperatives and agricultural councils under public-private sponsorship; (iii) ensuring high-quality education for all without discrimination, linked to the labor market and society needs; (iv) empowering women making them enjoying more protection and better participation in the labor market; (v) increasing and diversifying Palestinian exports, particularly products which are competitive in international markets, including marble and stone, olive oil, food products, agricultural produce, textiles, leather and furniture; and (vi) enacting legislation and implementing necessary measures to facilitate and regulate export and imports, ensuring balance with local market needs.As for the Governance, the priorities are to build a democratic system, promote transparent and accountable institutions, ensure right to access information, ensure a more effective and efficient access to service centers through the establishment of Local Government Units (LGUs) promoting community participation, provide security and access to justice.
