The purpose of this Instruction is to assist in the implementation of management plans in the protected areas system of Tajikistan. The Instruction is of advisory nature and is intended for use in the development of protected areas management plans. It is addressed to: (a) protected areas staff; (b) employees of the organization providing financial support to protected areas; and (c) staff of scientific research institutions. The protected area management plan is an official document that defines the management strategy, sets the management goals and objectives of a given protected area, and presents an action plan for their implementation for a specific period. The document substantiates the material costs of the necessary work, identifies the expected results of the activities and establishes a monitoring program to assess the effectiveness of protected area management. Management plan is developed in accordance with the following documents and materials: (a) legislative requirements for the category of a given protected area related to the regime of protection and use of natural resources; (b) individual provision on a protected natural area, approved in accordance with the established procedure; (c) forest inventory materials; (d) development schemes and other long-term planning project documents approved in accordance with the established procedure; and (e) program and instructional documents.
