The Dutch United Provinces declared their independence from Spain in 1579; during the 17th century, they became a leading seafaring and commercial power, with settlements and colonies around the world. After a 20-year French occupation, a Kingdom of the Netherlands was formed in 1815. In 1830, Belgium seceded and formed a separate kingdom. The Netherlands remained neutral in World War I, but suffered German invasion and occupation in World War II. A modern, industrialized nation, the Netherlands is also a large exporter of agricultural products. The country was a founding member of NATO and the EEC (now the EU) and participated in the introduction of the euro in 1999. In October 2010, the former Netherlands Antilles was dissolved and the three smallest islands - Bonaire, Sint Eustatius, and Saba - became special municipalities in the Netherlands administrative structure. The larger islands of Sint Maarten and Curacao joined the Netherlands and Aruba as constituent countries forming the Kingdom of the Netherlands.

The Kingdom of the Netherlands is a parliamentary constitutional monarchy.

The amendment of the Fertilizing Substances Act and the other Acts concern the prolongation with two years of the period for the existence of manure production rights in the poultry and pig industry.

Decree No. 182 of 2008 partially implementing Directive 2006/21/EC of the European Parliament and of the Council on the management of waste from extractive industries and amending Directive 2004/35/EC (Decree Management Extraction Waste).

This Decree defines the content of a Extraction Waste Management Plan and concerns permits as defined in section 8.1. of the Environment Protection Act or section 1 of the Act on the Pollution of Surface Waters. In particular, the Decree defines the conditions the competent authority shall attach to permits. These conditions regard the operation of waste treatment facilities and aim at the protection of water and soil.

Decree No. 22 of 2009 to amend the Decree relative to town and country planning.

This Decree amends the Decree relative to town and country planning in provisions relating to, among other things, the preparation of allocation plans and the authority to grant exemptions in the sense of article 3.23 of the Town and Country Planning Act.

This Act amends other legislation in the field of, among other things, spatial planning, water supply, forestry, agriculture and soil protection in relation with entry into force of the new Town and Country Planning Act. The Act also defines rules of transitional law.

This Act makes provision with respect to planning and ecological experiments in urban areas. City Councils may take decisions derogating from existing requirements regarding soil, water, etc in experimental areas within 5 years from the date of entry into force of this Act if it holds that the experiment will contribute to the improvement if the environment and quality of live.
