This Proclamation provides rules for the administration and functioning of Addis Ababa City. The Proclamation defines the objectives, functions and powers of the city administration and provides with respect to its organization. It may, among other things, set and collect land use fees and royalties for the use of forest resources in the city and levy taxes on incomes from agricultural activities in the City. "Municipal service" shall include water and sewerage service, land development and management and sanitation. There shall be a Urban Land Clearance Appeals Commission.

These Regulations consolidate with amendments legislation relating to fees that shall be paid to the Department of the Environment for planning permission or for the approval of reserved matters (as defined in article 2 of the General Development Order). It also provides with respect to exemptions, reductions or refund of fees. Where an application is made to the Department under regulation 5 of the Hazardous Substances Regulations a fee shall be paid to the Department in accordance with Schedule 2.

El presente Decreto Ley concede en calidad de arriendo aquellas propiedades rústicas aptas para la agricultura o ganadería que al momento de la promulgación del presente Decreto correspondan, en propiedad o en posesión al Estado, administradas o no por cualquiera de sus instituciones y que le hayan sido asignadas con fundamento en los Decretos confiscatorios o expropiatorios que hubiesen sido declaradas de utilidad pública y las que bajo cualquier otra forma arbitraria hayan sido confiscadas por el gobierno anterior o que estén en posesión de terceras personas sin ser sus legítimos dueños.<
