Small-scale forest-based processing enterprises comprise an important, but neglected, part of the forestry and forest industries sector. They process a large part of the raw materials from the forest and supply some of the main markets for forest products, in particular in the rural areas of developing countries.

The Hills Leasehold Forestry and Forage Development Project provides scope for addressing the need to integrate women into the mainstream of the project planning, implementation, monitoring and evaluation. The project which is in its second year of implementation, realised the need to undertake a critical analysis of the project in its various aspects from a gender perspective. Subsequently an independent consultant was hired accordingly for a duration of three months. This report contains the findings, conclusions and recommendations of the consultant in this regard.

A summary of the major policy issues and opportunities confronting many of the governments in the Asia-Pacific region, in trying to achieve sustainable and equitable use and management of their forests. Identifies trends in the forestry sector and their broader underlying economic, demographic and social causes.
