Abstracting from the scientific understanding and technological advances achieved over the last few decades, and relying on a network of several scientific institutions, FAO has packaged a set of tools in this Irrigation and Drainage Paper to better appraise and enhance crop yield response to water.

L’agriculture pluviale ne peut assurer seule l’approvisionnement en nourriture de la population du monde, et plus de 70 pour cent de l’eau que nous prélevons des rivières et des nappes aquifères sont destinés à l’agriculture irriguée. L’agriculture est la principale source de nourriture et de loin le premier secteur consommateur d’eau dans le monde.

Agriculture is coming under more and more pressure to justify its use of the world's freshwater resources and to improve its productive and environmental performance. The allocations of raw water to agriculture (and the allocations within the agriculture sector) all need to be negotiated in a transparent way. This report reviews the large set of literature on the subject and makes the case for the adoption of a functional approach to water valuation as a basis for such negotiation.

The Social Cash Transfer Pilot Programme (SCTPP) in Ethiopia is the Tigray Regional government’s pilot of a social cash transfer currently managed at the national level. The primary objective of the programme is to improve the quality of lives of orphans and other vulnerable children (OVC), the elderly and persons with disabilities as well as to enhance their access to essential social welfare services such as health care.

Policy makers as well as scientists have started to acquire an honest appreciation of the possibilities of reducing the wastage of materials which could be profitably utilized for improving or maintaining soil productivity. In addition, the great opportunities offered by making more efficient use of the potentials of biological nitrogen fixation in farming systems are now fully recognized. A number of recommendations and suggested guidelines were made by the various Working Groups during the two-week Workshop.
