This Law establishes the State Coastal Management Plan, sets its objectives and guidelines and defines the instruments for its preparation, approval and execution. It consists of 6 chapters establishing: Definition (chap. 1); Objectives (chap. 2); Goals (chap. 3); Management System and Instruments (chaps. 4 and 5) and General Provisions (chap. 6). It covers all ecosystems and natural resources existing on the land, transition and sea segments.

Land use planning committees shall prepare plans to develop their provinces and municipalities and specify the presence of features of land use planning including environment areas, gardens, public parks, garbage collection, sewer tanks, water pipes, forests, wild animal refuges, lakes, rivers, sea, islands, and land for cultivation. Specified Ministries shall instruct sub-ordinate institutes to carry out a study on land use. Land use planning committees shall assist provincial and municipal governors to prepare plans for the development of the areas under their competence.

This Act provides for coastal zone management in Jamaica and declares all rights in and over the foreshore of Jamaica and the floor of the sea to be vested in the Crown (sect. 3). Any person who is the owner or occupier of any land adjoining any part of the foreshore and any member of his family and any private guest of his shall be entitled to use that part of the foreshore adjoining his land for private domestic purposes, that is to say, for bathing, fishing, and other like forms of recreation and as a means of access to the sea for such purposes (sect. 4).

The Bureau of Soil Conservation shall have a headed by the Director of Soil Conservation, to be appointed by the President. All the divisions, sections, field activities and agencies of the Government connected with soils work are hereby transferred to the Bureau of Soil Conservation and such powers, functions and duties relative to soils vested by law or executive orders are hereby vested in the Director of Soil Conservation.

These Regulations are formulated in order to improve the management of land in the Shenzhen Special Economic Zone, to exploit its resources and to implement rational utilisation of the land. The Special Zone shall practice a system of "compensatory usage" and "compensatory assignment" of State owned land. A land user unit or individual shall be responsible for the protection, management and rational use of land allocated for its usage (art. 2).

The present Regulations are made so as to enhance the management of land use by the equity or non-equity joint ventures and wholly foreign-owned enterprises and to encourage foreign investment in the province. The location and limits of the site chosen by a foreign investment enterprise shall be subject to confirmation by local planning authorities. Procedures for the assignment initiate with an application for assignment by the foreign investment entity.

Amendments made to the principal Act concern its application sphere, compulsory land acquisition, incentives for aquaculture projects, conversion of agricultural land into fish ponds and prawn farms, protection of mangrove areas, and change of crops. This Act, consisting of 11 sections completed by one Schedule, aims to define certain aspects of forestry rights. "Forestry right" in this Act means a right granted by the owner of any land to any other person to: (a) establish, maintain and harvest; or (b) maintain and harvest crop of trees on that land, together with any ancillary rights and works; and (d) any provisions for charges, payments, royalties or division of the crop or the proceeds of the crop.
