The Delphi method is a method of collecting and structuring knowledge from a group of experts using a questionnaire combined with a controlled opinion feedback. The present paper reviews the main principles of the Delphi method, and attempts to validate its results using data obtained by standard econometric techniques of real estate appraisal, such as the hedonic price method.

Despite a history of more than 100 years and the introduction of provisional maps to support land registration, the Kenyan cadastre is largely incomplete. It consists of a patchwork of maps of different positional qualities, which would not be readily integrated to create a nation-wide coverage. This paper outlines the structure of the Kenyan cadastre and analyses the quality of the cadastral maps with regard to the requirements of modern land administration.

Land use/cover changes are pervasive with no clear understanding of their spatial extends, drivers and impacts to society. Land-use changes have become a key component in the current strategies for managing and monitoring the natural resources and environment changes. This is a techincal paper by Department of Land Resources, GoI. At present land records databases which are being maintained in various states are following state specific set of codes for different attributes like crop, soil, land use, irrigation, season, area unit and location. The Land Records Information Systems Division of National Informatics Centre, New Delhi has initiated an exercise to standardize the coding scheme for different entities in the land records database exclusively for Data warehousing and Mining purposes for central/state datacentres.

The absence of a clearly defined land use policy in Kenya after years of independence has resulted in a haphazard approach to managing the different land use practices and policy responses. Land use continues to be addressed through many uncoordinated legal and policy frameworks that have done little to unravel the many issues that affect land use management. The Constitution of Kenya 2010, Kenya Vision 2030 and the Sessional Paper No. 3 of 2009 on National Land Policy all call for a clear framework for effectively addressing the challenges related to land use.

In Kenya, insecure land tenure and inequitable access to land and natural resources have contributed to conflict and violence, which has in return exacerbated food insecurity. Most farmers in Kenya have no legal title for the land on which they farm. Sources of tenure insecurity can be ethnic conflicts over land between neighbouring communities, particularly in the Northern provinces, expropriation by the state or local government and land grabbing by local elite or companies. Competition is as well growing over water, especially over groundwater, which is scarce in Kenya.
