This Decree approves the General Regulation for Urban and Rural Territorial Plans (REPTUR). The Regulation, consisting of 6 chapters, establishes the requirements to be satisfied in order to perform territorial management and any public or private activity, programmes or projects to be realized within the territory of Angola, as prescribed by Law No. 3/04. It specifies the legal framework to be met in order to perform harmoniously the territorial planning of the country. The Regulation is divided as follows: Territorial Planning System (Chap. This Legislative Decree amends Legislative Decree No. 1/2006. Amendments deal with the classification of lands and the bases for land use planning under the national territory.

This Decision approves the master plan on the socio-economic development of Long An province.The main objectives of the plan include: agricultural, forestry and fishery development; development of water supply, irrigation and drainage systems; protection of the environment; biodiversity and eco-environment protection; management and protection of natural resources; waste treatment facilities; and urban space development.

Article 1 shall be amended to add the following wording: “This Regional law establishes that maximum land parcels of public and municipal land that can be allotted to citizens for subsistence farming on condition of ownership or other types of land tenure shall be 2, 5 ha and on urban land for horticulture 0,5 ha”.

The aim of this Act is the promotion and development of green spaces in urban areas. The Municipalities shall be responsible for developing urban green spaces within their territories, whilst a special committee under the Ministry of the Environment shall exercise monitoring functions.

This Regulation provides for the implementation of the Law No. 6306 on restructuring of areas under risk of natural disasters. The Regulation sets forth the rules and procedures of determination of the areas and buildings to be restructured, determination of the value of immovables, assistance to beneficiaries, demolition of buildings at risk. This Regulation repeals the Regulation on the implementation of Law on restructuring of areas under risk of natural disasters dated 4 August 2012.

Article 2 shall be amended to add the following wording: “5.1) plot of land for individual housing construction shall be allotted once-only out of stock of public urban land to citizens registered at public authorities for improvement of housing facilities and having three or more children under 18 years of age having permanent residence with their parents”.

This Law approves the National Directive for Territorial Planning (DNOT). This Directive, consisting of 4 Sections, specifies the basic legislation for territorial planning and its management, as established by Legislative Decree No. 1/2006. The Directive is an instrument for the National territorial management, which establishes the legal spatial framework and defines the great options for the socio-economic development of the National territory.
