The objective of this Law is to: (a) provide security for organized farming; (b) to avoid the dismemberment and irrational use of farmland. It defines the rules on the purchase and sale of agricultural land as well as on State participation in the process of "normalisation of relations connected with agricultural land". The law defines farms, agrarian persons (farmers, etc.), and sets out rights and obligations connected to landownership and use, such as the right to freely alienate land.

Provisions of this Act apply also to forests and certain inland waters exploited for agricultural purposes, certain buildings and other objects listed in article 2. Agricultural lands are arable lands, natural meadowlands and pastures. The basis of lease is an agreement between lessor and lessee. This Agreement defines issues specified in article 4, such as terms of returning lease object at the expiration of a term of lease; terms for exploitation and cure of leased objects.

The newly established register is functionally classified as a sub-register of the Rural Activities Register pursuant to Act 1515 of 1994. Reference is made to Council Regulation (EEG) No. 3508/92 in relation with the numbering and identification system.

State Land Management Agency under the Government of the Kyrghyz Republic and raion state administrations shall bring those tax rates to the notice of Aiyl Okmotys (Village Governments). Specified land authorities shall submit to the Government of the Kyrghyz Republic finalised tax rates valid for one occasion and annual tax for usage of the lands of settlements and non-agricultural lands and draft Regulations on procedures of calculation and collecting fees for usage of the lands of settlements and non-agricultural lands.

Land of the National Land Fund is transferred to the Agricultural Land Redistribution Fund under the Ministry of Agriculture and Food.

Land plots of the Agricultural Land Redistribution Fund are allocated for the establishment of new and operation of existing seed-growing, livestock-breeding, testing and selecting, experimental farms and state variety testing enterprises that are included into the list approved by the Decree of the Government dated October 4, 1994, No. 745, under condition of implementation of a thorough reform and maintenance of their specialisation in the field of livestock-breeding and seed-growing business.

The scope of the principal Act is to improve the structure of agriculture and forestry as well as rural activities in general. The amendments concern, inter alia, the scope of the Act in the light of the common agricultural policy of the European Communities, the definitions of enterprise restructuring and certain others, economic requirements for the granting of financial support (sect. 70), support for investment (sect. 15), loans for the acquisition of land (sect. 16), investment subsidies for small-scale economic activities (sect. 19), start-up capital (sect.

In order to remove the violations in calculation and payment of the rents, in regulation of the use of the land plots of the Agricultural Lands Redistribution Reserve under the Ministry of agriculture and water economy of the Kyrgyz Republic the Government of the Kyrgyz Republic hereby decrees that seed production and cattle breeding farms, dairy farms having not less than 10 milk cows using the lands of Agricultural Lands Redistribution Reserve under the Ministry of agriculture and water economy of the Kyrgyz Republic shall be free from rent and shall pay only the land tax.

A law that regulates land-use planning and rational exploitation of land. Land is property of the Government of the Republic of Guinea-Bissau, its exploitation is allowed only under concession or authorization granted by the Government. Agricultural land exploitation areas shall not exceed 300 hectars, but the Council of Ministers may authorize land-use concessions to cooperatives and national or foreign companies for areas not exceeding 1500 hectars.

This Law regulates the public relations and legal and organizational issues related to the implementation of the land reform in the Republic of Kyrgyzstan. Land reform is carried out so as to provide for the redistribution of the land in order to create the necessary conditions for equal in rights development of various forms of economy on the land, the formation of versatile economy, for the determination of the rates of the fees for land, and the rational use and protection of the lands at the territory of the Republic of Kyrgyzstan.

Offices are organized on a territorial basis: county and district offices, and sub-branches. Territorial competencies are determined in the annex. Offices deal with land administration in the capacity of representatives of the State. The structural organization of county offices shall be determined in the Regulation of Organization and Operation. Offices operate on the basis of an annual plan and may aim at producing surplus.
