Assesses the process of rural land registration in Ghana and its outcomes for poor and marginalised groups.In Ghana, deeds registration has been in place since colonial times, and enables right holders to record their land transactions. However, very little rural land has actually been affected by this registration process. The research shows a general lack of awareness of the registration process among the majority of cash and food crop farmers. High monetary and transaction costs and a long and cumbersome process also constrain use of deeds registration.
This paper examines the introduction of Restitution Act No 22 of 1994. The main aim of the Act was to provide for the restitution of land rights to persons or communities dispossessed after 19 June 1913 as a result of past racial discriminatory laws or practices.

This report sets out the results and key insights from recent research on land policy and analysis of specific interventions relating to land. The aim is to highlight the importance of nuanced policy advice, but also to illustrate some general principles for formulating such policy advice in specific country settings.Conclusions and recommendations include:providing secure tenure to land is needed to improve the welfare of the poor, in particular, by enhancing the asset base of those, such as women, whose land rights are often neglected.

Sharp inequalities in the distribution of land remains a major cause of extreme poverty in many developing countries. Some instances are the result of ownership patterns inherited from colonial administrations, others are linked to the struggle for economic prosperity in the post-independence era.Landlessness is therefore a significant problem for the rural poor. Most remedies that have been undertaken previously have not yielded positive results, as can be witnessed in Southern Africa today.

It has emerged quite clearly from Urban LandMark’s work in South Africa – and increasingly in the region – that the emergence of more sophisticated property markets has taken place locally and in most larger cities in the region. While there might be a need to assist these markets to develop further, in particular the need to build market institutions and professions, these groupings tend to increase their own capacities as the markets develop, mostly with little assistance.
