The Government of Kenya through the Ministry of Lands and Housing (MOLH) has finally embarked on the process of developing a National Land Policy (NLP) that is envisaged to be in place by June 2005. It has been a tortuous journey for many in the civil society and other stakeholders. Globally, the conservation and tourism sector is being enthusiastically promoted as one of the key mechanisms to catalyze rural local economic development. This is particularly relevant in South Africa where tourism is considered an important sector for Black Economic Empowerment and community development. Water governance in the Philippines is saddled by several problems. The failure to implement laws governing the watershed approach and the absence of institutional mechanisms has seriously undermined any effort to mainstream and integrate water and watershed plans and programmes into the activities of various agencies involved in water resources management and governance.

THIS report is based on research undertaken by AFRA in 2002/3. The process of compiling the information included an extensive literature review, workshops with the forest dwellers and interviews with various stakeholders. A number of issues were considered and a large volume of literature and workshop reports on these exists in AFRA's offices. These are available on request. The Department of Regional and Land Affairs commissioned a similar study in 1993 when the state was attempting to lure people out of the forest following the 1988 "invasion".

As the Government of Kenya treads the path to economic recovery, every Kenyan should be at home with the fact that many forms of economic development activities damage the natural resources upon which the economies are based. Nationally and internationally, a major environmental and development challenge is how to maintain the equilibrium between population, ecosystems and development.

This document reports on a workshop held in South Africa in June 2003 to address continuing insecurity of women's land rights. It brought together a broad group of participants covering NGO, grassroots, government, UN agency staff, researchers, activists, lawyers, and women living with HIV/AIDS.
