This paper was prepared as a Background Paper for Chapter 2 of the International Fund for Agricultural Development’s 2009 Rural Poverty Report. It begins by providing an overview discussion of the diversity of natural resources in developing countries, and rights of access, tenure and governance relevant to the rural poor, who are disproportionately dependent on natural resources.

Documento de trabajo sobre tenencia de la tierra 5. Este informe estudia las tendencias de la buena gobernanza de la tenencia de la tierra y otros recursos naturales en América Latina. En él se analizan los diferentes mecanismos empleados y se identifican los aspectos que cabe considerar en aras de una gobernanza responsable de la tenencia de la tierra.

A través de un análisis conceptual basado en tratados e instrumentos internacionales y dos estudios de países, en este estudio se explora la relación entre los derechos humanos, en especial el derecho a la alimentación adecuada y el acceso a los recursos naturales con un enfoque específico en la tierra.

En muchas regiones del mundo, la disponibilidad y calidad del agua potable cada vez está más amenazada por su explotación excesiva, el mal uso y la contaminación. En este contexto, la relación entre los bosques y el agua debe recibir una gran prioridad. Las cuencas de captación forestales suministran una gran parte del agua destinada a satisfacer las necesidades domésticas, agrícolas, industriales y ecológicas, tanto en las zonas de río arriba como en las de río abajo.

Land Tenure Working Paper 9. Based on international authoritative documents, this paper draws 14 principles to be taken into account when developing Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources. The paper sees Voluntary Guidelines as human-rights based documents that provide a framework and a point of reference for national and international policies.

Land Tenure Working Paper 8. This paper articulates the views and demands of marginalised groups regarding the tenure of land and other natural resources. It points out the importance of adopting human rights framework when developing Voluntary Guidelines. Such framework means addressing the unequal relationships of power and corruption within and behind prevailing land tenure structures. It makes the governance of tenure of land and other natural resources more accountable, transparent, democratic and participatory.

El presente documento de debate ha sido elaborado por la Unidad de Gestión y Tenencia de la Tierra de la FAO con el fin de obtener opiniones y comentarios acerca de las Directrices Voluntarias para la gobernanza responsable de la tenencia de la tierra y los recursos naturales.
