The present Law lays down provisions relating to land survey, running of the land registration, land use planning and land rights. The text consists of 31 articles divided into 5 Parts as follows: General provisions (I); Land survey (II); Land registration (III); Land use planning and urban survey (IV); Penalties, transitional and final provisions (V).

La presente Ley tiene por objeto la demarcación en terreno y en cartografía, así como la preparación de mapas de zonas de riesgo que incluyan líneas limítrofes que delimiten: a) la zona prohibida; b) las zonas con restricciones parciales; c) la zona con restricciones severas; d) la zona de advertencia; e) los deslindes a los que se refiere el artículo 2.750 (2º párrafo) del Código Civil.

This Act deals with the administration and disposal of State lands which are defined as all lands other than forest reserves vested in the State, including all lands which have been escheated to the State or may be acquired by the State. A Director of Surveys and Commissioner of Lands shall be appointed to implement this Act. The Act provides for, inter alia, the sale, lease, etc. of State lands; accounting procedures; surveys; penalties for trespass and other offences; legal and administrative matters relating to the purchase of State lands.

The Act provides for the survey of land. The 47 sections are divided into 8 Chapters: Introductory Provisions (Chap. 1); Administration of the Act (Chap. 1); Duties of Land Surveyors (Chap. 2); Original Surveys and Resurveys (Chap. 3); Division Surveys (Chap. 4); Townships (Chap. 5); Beacons and Boundaries (Chap. 6); General Plans and Diagrams (Chap. 7); Miscellaneous Provisions (Chap. 8).The Minister shall appoint a Surveyor-General to carry out the tasks specified in section 3 (sect. 2). Section 4 makes provision for the establishment of a Surveys Regulations Board.

This Act lays down rules for the licensing of surveyors and the carrying out of land surveys of public and private land and provides for the appointment of a Chief Surveyor and the establishment of the Land Surveyors Board.The Chief Surveyor shall direct and control all public surveys, shall prepare and make public official maps and shall control all plans of surveys before registration of land. The Board shall be responsible for the granting of licences for the practising of land surveying and for the registration of licensed surveyors.

This Act amends the Land Development Ordinance 1935 which aimed to provide for the systematic development and alienation of State Land in Sri Lanka. Under the amendements, the Government Agent shall not recover any fee for the registration of a permit (sect. 2). Every grant on which land is to be alienated shall contain the extent and description of the boundaries of such land.
