“Sound Land policies, crucial for economic development in Central Africa ” say participants at a regional workshop in Yaoundé

This statement was made yesterday in Yaoundé by the Director of ECA's sub-regional Office in Central Africa , Mr. Hachim Koumaré, at the opening of a three-day regional consultations workshop on land policy in the sub-region, taking place in Yaoundé. Around 100 land stakeholders representing national governments, civil society, private sector, centers of excellence and development partners are gathered in the capital city of Cameroon to assess land policy formulation and implementation processes and draw lessons from past experiences.

Sustainable land use in agriculture involves the management of economic, environmental, and social services. In order to make the widely accepted concept of sustainable multifunctional agriculture operative for the design of agricultural policies, it is necessary to estimate the social demand for non-production outputs. This paper addresses the issue of matching agricultural policy with public preferences and willingness to pay for the possible non-production benefits that agriculture may deliver.

Africa has half of the world’s 25 million internally displaced persons (IDPs). These IDPs are citizens displaced by development projects, natural disasters or violence. Violence, linked to civil war or repression, is the predominant cause of displacement. As respected Kenyan lawyer Makau wa Mutua emphasizes, bad government is at the root of this tragedy “with the most repressive governments producing the largest numbers of IDPs”.[1]

El presente trabajo fue presentado en la VII Reunión Extraordinaria de Ministros del Consejo Agropecuario del Sur (CAS) en Montevideo, Uruguay, el 29 de mayo de 2008. Su objetivo es describir lo que ocurre con el alza del precio de los alimentos a escala mundial, y relacionar este hecho con los aportes de alimentos que realizan los países del CAS. Al mismo tiempo, observar el impacto que tiene este proceso en los precios internos de estos productos y su efecto en los consumidores de los países que integran la región.

Land tenure reform policy has been affected by many different types of decentralization, but the literature has rarely explicitly addressed the implications of this. The paper provides a review of how the issues of decentralization are linked to land tenure reform in theory and practice. Begins with clarifying some key terms, then looks at contending perspectives on decentralization and how these relate to the UNDP’s pillars of democratic governance.

Land policy in Ethiopia has been controversial since the fall of the Derg in 1991. While the current Ethiopian government has implemented a land policy that is based on state ownership of land, many agricultural economists and international donor agencies have propagated some form of privatised land ownership. Traces the antagonistic arguments of the two schools of thought how their antagonistic principles of fairness vs. efficiency are played out and have trickled down in the formulation of the federal and regional land policies especially on the new Oromia regional land policy.
