Challenges and lessons learned from organizational actions by local governments for land use coordination in disaster affected rural areas of MiyagiCase of Suginoshita district and Yamamoto eastern district

This study explored local governments' efforts of land use coordination in the disaster affected rural areas of Miyagi, taking Suginoshita district and Yamamoto eastern district as a study area. Major challenges faced by the two districts are two folds. The first is the fact that multiple reconstruction projects have been implemented in parallel in one district, causing the issue of inter-program coordination.

The article aims to evidence existing gap between the declarations for ITR and the amount that should be collected. To better understand its limitations, a historical backgroung is outlined along with its mechanisms and known frauds. All legal and regulatory changes were presented as well.
 
To achieve this objective, different databases were used to evidence disparities. The agricultural census and information from the National Treasury were the official references, as technical surveys and market values were parameters of contrast.

The COSOP draws on national strategies and guidelines for agricultural and rural development, an analysis of three years of country programme experience, and the 2016 Social, Environmental and Climate Assessment Procedures study.

Brunei continued in 2016 to suffer from declining oil and gas prices. The budget deficit grew. The Sultan made economic diversification and ‘‘prudent spending’’ the year’s central political themes. He criticized several government institutions during ‘‘surprise visits’’ and sharply attacked the Ministry of Religious Affairs for ‘‘delaying’’ the full enforcement of an Islamic legal reform.

The recent rapid population and economic growth in Southeast Asia has brought about drastic socio-economic changes, such as urbanization and an agricultural shift. Urbanization consists of concentrating a population from a rural to an urban area and expanding urban areas, which pushes farmland outward. The current development diagram generates and accumulates disaster risk as an extensive risk; however, the relationship between developmental progress and the increase in disaster risk must be determined for sustainable development to be achieved.
